The first task of the educational system is to train a thoughtful human being to feel responsible for his own destiny and that of other members of society, and to take steps to improve his environment. One of the institutions that can favorably contribute to continuing education in the community and lead to the strengthening and expansion of literacy programs are public libraries. Therefore, it is necessary to take a deeper look at the mission of libraries and their partnership with literacy agencies, especially public libraries, to advance UNESCO’s human resource development goals. Aware of this, the author has written this book, which is the result of his years of research and experience. This book has been published in a new edition with additions. The author believes that the rapid global changes in the field of new information technologies in developed countries have introduced a new definition of literacy. Also, the use of new technologies in third world countries and the need to deal with climate change, and on the other hand, internal and external conflicts in third world countries, has necessitated a review of the topics in this book.
