It should be acknowledged that the knowledge of public administration in Iran has a long way to go to reach the desired position and first of all requires the existence of texts that are coherent and comprehensive. This book, which contains a relatively comprehensive set of theories in the field of public administration, is a tiny step towards enriching the literature in this field in the country. This book provides a brief history of public administration literature from the beginning to the present day as well as some of the theories related to government and states. Some of which have theoretical foundations and orientations are examined in the context of macro approaches. But the important point on which the book focuses is the very important issue of the “duality of administration policy.” In this book, an attempt is made to examine the various approaches proposed about the public administration and government and, focusing on the policy-administration duality, and in describing each approach, the perspective on the relationship between politics and administration is also analyzed. Also, since the bureaucracy is the most important administrative structure in public administration until now and has remained and continued, this concept will be examined under each approach in line with the discussion of politics and administration.”
